Сутність, структура й особливості змісту професійної культури офіцера-прикордонника
Abstract
У статті охарактеризовано сутність, структуру і зміст професійної культури офіцера-прикордонника, що обумовлена змістовими характеристиками його професії, специфікою завдань із охорони та захисту державного кордону. Професійну культуру офіцера-прикордонника потрактовано як інтегративну особистісну якість, що є системою світоглядних установок, цінностей, знань, умінь, навичок, якостей, компетенцій, норм і правил поведінки, необхідних для ефективного виконання завдань з охорони державного кордону. Зміст професійної культури охоплює спеціальні знання, переконання, ціннісні орієнтації, професійні цінності, потреби та інтереси прикордонника, компетенції, уміння, дотримання традицій і ритуалів, вимог професійної етики і службового етикету. Професійна культура виявляється у ступені освоєння необхідних професійних знань, навичок, умінь, набутті професійного досвіду, дотриманні вимог професійної етики під час міжособистісної професійної взаємодії, у ставленні до колег та до роботи, у використанні найбільш раціональних способів і прийомів роботи. Структурно професійна культура майбутнього офіцера-прикордонника охоплює ціннісний, пізнавальний, комунікативний, діяльнісний та професійно особистісний компоненти. The article describes the nature, structure and content of the border guard officer’s professional culture, which is determined by the substantive characteristics of his profession, the specifics of the tasks for the protection of the state border. The professional culture of the border guard officer is interpreted as an integrative personal quality, which is a system of attitudes, values, knowledge, skills, qualities, competences, norms and behavioral rules necessary for the effective performance of the border protection tasks. The content of the professional culture comprises special knowledge, beliefs, values, professional values, needs and interests of the border guard, competences, skills, traditions, rituals, symbols, professional ethics and service etiquette. These elements contain the general standards, rules and requirements of the society for the professional activities of the border guard officer. The essence of the professional culture is manifested in the degree of mastering the necessary professional knowledge, skills, abilities, gaining professional experience, following the requirements of the professional ethics during the interpersonal professional interaction, in relation to the colleagues and work, the use of the most rational ways, methods of work and it’s results. Structurally, the professional culture of the future border guard officer comprises valuable, cognitive, communicative, actionable and professionally personal components. Special features of the professional culture of the border guard officer, related to the law enforcement nature of the activity, the need for compliance with the law, clear regulation, high physical and mental strength, increased risk to the life and health of the officer and his subordinates are distinguished in the article. The value component of the professional culture of the border guard officer encompasses a set of values that orient the specialist, determine the ways in which the professional activity is carried out. The cognitive component of the professional culture encompasses a system of theoretical and empirical knowledge and beliefs pertaining to the professional activity and is the basis of the necessary skills and competences necessary for the competent and qualitative performance of border protection duties. The importance of the communicative component of the professional culture is due to the fact that the specificity of the professional activities of border guards occurs in the conditions of a constant and continuous communication. The behavioral component of the border guards officer's professional culture is professionally appropriate ways of working and a culture of conduct, the ability of the border guard officer to solve effectively complex specialized tasks and practical problems of the security of the state border section. The professional and personal component of the professional culture of a border guard officer relates to his personal qualities, intellectual, mental, physical, moral potential, outlook, methods and forms of the professional interaction. Possessing the high level of the professional culture will help the border guard to accomplish the task of protecting the state border effectively.
